Only two leaders from outside the Pacific are at Labor's pre-COP climate talks in Fiji

The Sydney Morning Herald, The Age and the Australian Financial Review report that just two leaders from beyond the Pacific are attending the pre-COP meeting in Fiji, which runs from October 5 to 8 and includes a leaders' retreat in Tuvalu. Turkey hosts the COP31 summit in Antalya from November 9, and Australia will chair the negotiations. Before the event Prime Minister Anthony Albanese said pre-COP gatherings normally do not draw many leaders, and Climate Change Minister Chris Bowen said the guest list was not yet finalised.

Australia's role as chair of the talks depends on convening other governments. A thin turnout at the Pacific warm-up is an early test of that.

The practical effect is on Australia's reputation on climate, not on bills or jobs this week.

Pre-COP meetings are working sessions and leaders rarely attend. Low numbers say little about the November summit.

The government sold the meeting as a major diplomatic win, and a small guest list undercuts the claim.

Count the ministers, not the leaders. Whether the talks produce a draft text for Antalya is the measure that counts.
