U.S. authorities announced on Tuesday that James Cody Bryant, 30, was arrested in Washington State on a charge of conspiracy to murder persons in a foreign country, linked to the Feb. 10 school shooting in Tumbler Ridge, B.C. Acting U.S. Attorney Neil Floyd said Mr. Bryant was in repeated contact with the 18-year-old shooter, advised the shooter, sent a little over $100 for a lighter and shoes, and agreed to livestream. An affidavit includes Discord chats; the two had met on Omegle three years earlier. The complaint says he gave tactical advice and watched footage as the attack happened, and that he declined to send weapons. Reports differ on the death toll and on the livestream platform. An RCMP assistant commissioner said his actions helped facilitate the attack.
The case describes a path from an online friendship to an alleged accomplice in another country, which Canadian officials say is hard to detect and harder to prosecute across a border. It arrives as a lawful-access bill is before Parliament.
