Stelco says Hamilton layoffs will go ahead despite Ottawa's legal threat

Radio-Canada and CBC reported that Stelco, a steelmaker based in Hamilton, Ont., says its layoffs will continue even though Ottawa has threatened legal action. We did not see the number of jobs, the legal basis cited by the federal government or any statement from the union.

Steel is a sector the federal government has been trying to protect, and a threat of court action against a company over layoffs is rare. It tests how much leverage Ottawa has over private employers.

Hamilton-area workers and suppliers are most exposed. Elsewhere, it is a signal about manufacturing jobs at a time when the labour market is soft.

Ottawa is right to press an employer to keep workers while talks continue.

A company facing weak demand or costs may argue it cannot be forced to carry jobs it cannot pay for.

The detail that matters is the legal basis for Ottawa's threat, which we have not seen. Watch for a filing or a negotiated pause.
