What the Government signalled before today: middle-income tax relief, Help to Buy, childcare and welfare

Before the budget, the Irish Times reported on 10 September that Harris sought to reassure middle-income earners on tax cuts, and on 21 September that the income tax package would deliver "hundreds of euros" to workers. The Irish Times's guide of 16 September named social welfare, Help to Buy, tax changes and childcare as the areas to watch. RTÉ reported on 16 September that Chambers said trade-offs would be needed. The Irish Examiner published a list of key talking points. None of this confirms the final measures.

Most of the budget's impact on households comes from a few levers: income tax, credits, welfare rates and housing supports.

The Government says it will target help at working households and families.

Opposition parties say help for people on lower incomes and renters is too small.
