Trump announces a Russia–Ukraine “energy ceasefire”; Kyiv awaits details and a Kharkiv power plant is hit

Trump announced on Sunday that Russia and Ukraine had agreed an energy ceasefire (Reuters, BBC, Bloomberg, CNBC, NOTUS, Irish Examiner). Zelenskyy said it was news to him, that Ukraine awaited details from the US and that Kyiv would agree if Russia does (Axios, Reuters). Ukraine said it would halt strikes on Russian refineries if Russia stops attacking its energy system. Russia then struck a power plant in Kharkiv (Kyiv Independent, Ukrainska Pravda, The Hill), and Reuters reported attacks that killed six people in two cities. The FT reported that the US threatened to block arms for Ukraine over the refinery strikes.

Attacks on power and fuel hit civilians directly and also move diesel and gas prices across Europe. A ceasefire declared by one side's patron, without the other side's confirmation, is a promise rather than a deal.

Fuel prices in Ireland follow wholesale oil with a delay. A real halt to refinery and power strikes would ease pressure on diesel, while a collapse would add to it. Nothing in the reports seen changes Irish prices today.

Supporters say any pause in strikes on energy saves lives this winter and could open the door to wider talks.

Critics say the announcement came before either side agreed terms, and that Russia's strike on Kharkiv within hours shows it is not being observed.

Watch for three things today: a statement from Moscow, written terms from Washington, and whether the strikes on power plants and refineries actually stop. Until then this is an announcement, not a ceasefire.
