AISA president Neha Bora asks the Delhi High Court to stay a police notice directing her to sign a ₹10,000 peace bond

Hindustan Times, The Hindu, ANI and Scroll.in reported that AISA president Neha Bora moved the Delhi High Court against a Delhi Police notice asking her to appear before a Special Executive Magistrate and sign a personal bond of ₹10,000 with one surety. ANI reported that the notice was issued on October 18 under the BNSS and asked her to appear on October 19. The Hindu reported that AISA said the petition seeks an immediate stay and withdrawal of the notice. Scroll.in and ANI reported that the petition calls the notice vague and factually wrong and says it violates Articles 19 and 21, and that her lawyers sought an urgent hearing. She was detained on October 16 before a march at Connaught Place against CEC Gyanesh Kumar.

A peace bond is a preventive measure: it asks a person to promise good conduct, and a breach can lead to detention. Challenging it in the High Court turns a protest-policing step into a test of how far police can use preventive provisions against demonstrators. The petition's reliance on Articles 19 and 21 puts free assembly and personal liberty in front of the court.

If you attend protests, note that a notice of this kind is not an arrest but carries a legal deadline, and ignoring it can have consequences. Rely on the court's order, not on party statements, for what the notice requires.

Bora's side, as reported: the notice is vague, factually wrong and meant to curb protests against the Chief Election Commissioner, and it violates the rights to assemble and to liberty.

Delhi Police were not quoted on the reasons for the notice in the reports, and no court order had been reported. The reports show only the petition and the request for an urgent hearing, so the police case is not yet on record.

Confirmed are the petition, the ₹10,000 bond demanded and the October 18 notice. Not confirmed are the police grounds and whether the court will hear the matter urgently. Watch today for any listing of the case and any order on the notice.
