Trump announces a Russia-Ukraine “energy ceasefire” on Truth Social; Zelensky says it was news to him but backs it
Trump said on October 11 on Truth Social that Russia and Ukraine had agreed to an “energy ceasefire,” halting strikes on each other’s energy facilities, effective immediately (Reuters, BBC, Tagesschau). Zelensky said it was news to him, then said Ukraine supports it if Russia does too (Axios via Ukrainska Pravda, Global News). Moscow had not commented (BBC, PM News). The Kyiv Independent reported a Russian strike on a Kharkiv power plant soon after the announcement. The FT reported that the US had lobbied Europe and Kyiv to halt Ukrainian strikes on Russian refineries. Separately Trump called for Ukraine to change its president and Zelensky offered elections after a 60-day ceasefire (Straits Times, Le Monde).
Refineries and power grids are the largest economic targets of the war. A real truce would lower risk to oil products such as diesel; an announced truce that neither side confirms may collapse within days.
Oil drives fuel prices in the Philippines. The DOE confirms the Tuesday pump-price changes on Monday, and the ceasefire could matter for later adjustments.
Supporters say any pause in energy strikes saves civilians in winter and eases fuel prices.
Critics say a US announcement made before the parties agreed gives Russia a pause for its own benefit, and Kyiv was not consulted.
Treat this as a proposal until Moscow and Kyiv confirm dates and what counts as energy infrastructure. Watch WTI at Monday’s open and any Kremlin statement.
