Marcos warns of a “new phase” of escalation after China blocked a medical evacuation at Ayungin Shoal; militia vessel and 22 sampans intrude off Palawan

Marcos said on October 11 that China’s obstruction of a medical evacuation at Ayungin Shoal looked like a new phase of escalation and that Manila rejects Beijing’s demand that Philippine vessels seek permission (Inquirer, Manila Times, Philstar). The Chinese coast guard reportedly blocked the evacuation of a sick Filipino serviceman days earlier. Also on October 11, the National Task Force for the West Philippine Sea condemned a Chinese maritime militia vessel and 22 sampans for intruding into the territorial sea off Kota Island, Palawan, allegedly fishing illegally and dumping waste (Philstar).

Ayungin is where the Philippines keeps a small military outpost on a grounded ship, supplied by sea. Blocking a medical evacuation moves the dispute from rights over fish and rock to the care of personnel.

Most Filipinos will not feel an immediate effect, but fishers near Palawan and families of serving personnel are directly exposed, and tension with China can affect trade and investor mood.

Manila says it will not accept new conditions in its own waters and that the evacuation block endangered a life.

China says its coast guard enforces its sovereignty claim and that Philippine vessels need permission; the reports reviewed did not include its account of this incident.

Ask for the facts of the evacuation: who was ill, how long the delay lasted and whether the patient was moved. Those details decide whether this is a new tactic or one more standoff.
