Centre imposes emergency and governor’s rule in Khyber Pakhtunkhwa, ending the PTI government’s hold; PTI vows a court challenge
President Zardari approved the cabinet’s recommendation on 11 October: an emergency under Article 232 and governor’s rule under Article 234 in Khyber Pakhtunkhwa (Dawn, ARY News, Business Recorder, Reuters). The cabinet cited the PTI government’s deliberate disengagement from the fight against terrorism. A new chief secretary, Dr Muhammad Fakhr Alam, was appointed, an 11-member advisory council was formed (ARY News) and the law minister said the governor would run the administration. Containers were placed in Peshawar (Dawn). PTI’s Gohar Ali Khan condemned the move and said the party would go to court (Pakistan Observer, Business Recorder); PTI also condemned the reported arrests of Chief Minister Sohail Afridi and Junaid Akbar. The Information Minister alleged links between the provincial government and militants; that claim is the government’s and has not been tested in court.
It removes an elected provincial government that PTI won and hands the province to the governor and, according to one report, the military. It tests the 18th Amendment’s provincial autonomy, and the courts will decide whether the proclamation stands.
Expect road closures, containers and possible mobile-service disruption in Peshawar and on routes to Islamabad; intercity transport was reported suspended in Lahore. Check travel plans before leaving.
The government says KP’s leadership would not cooperate on counterterrorism while attacks rose, and that Article 232 and 234 are lawful tools for this.
PTI says the move overrides an elected mandate and lacks the grounds the Constitution requires, and points to past emergencies in Pakistan’s history.
The legal test is the real story. Watch whether PTI’s petition is heard in the Peshawar High Court or the Supreme Court today, whether the arrests are confirmed, and whether the provincial assembly is dissolved or only suspended.
