Parliament expected to endorse the Khyber Pakhtunkhwa emergency today as the Prime Minister defends it; party says police fired on supporters

President Zardari called the National Assembly and Senate into session on Tuesday 13 October (Business Recorder). Prime Minister Shehbaz Sharif defended the emergency and governor’s rule, saying the PTI government had failed to act decisively against terrorism and that agitation threatened the economy. Interior Minister Mohsin Naqvi told the Senate that the Constitution and the law had not been violated. On Monday the Prime Minister formed a committee under Ishaq Dar to oversee the Centre’s handling of KP, and the commissioners of six KP divisions were reshuffled (Business Recorder). Reuters, through the Straits Times, quoted party officials saying police fired tear gas and live rounds at Imran Khan’s supporters in the north-west. The BBC wrote that Pakistan has locked down Mr Khan’s stronghold and that some fear more instability, and Al Jazeera reported analysts questioning the takeover.

It is the largest federal intervention in a province in years, aimed at the party of a jailed former prime minister. How Parliament votes, and whether courts take up a challenge, will decide whether the measure holds.

Peshawar’s schools were due to reopen on Tuesday after a one-day closure (Geo). Expect checkpoints and possible road closures around KP; follow the district administration, not forwarded messages.

The government says the PTI provincial government failed on terrorism, that the Constitution was followed and that the step restores order (Business Recorder).

The PTI and some analysts say the takeover is political and could deepen instability, the BBC and Al Jazeera report; DailyDrop saw no report of a court hearing.

Watch the vote count in both houses, whether any opposition party other than the PTI objects, and whether anyone produces an independent account of Tuesday’s clashes. Until then the casualty claims stay unverified, and the endorsement itself is, for now, only what unnamed sources expect.
