Sindh’s chief minister meets Hubei’s leaders as Pakistan and China mark 75 years of ties; talks cover farming, IT and trade

Syed Murad Ali Shah, Sindh’s chief minister, met the top leadership of China’s Hubei province on Wednesday 14 October (Business Recorder, Pakistan Observer). Business Recorder said the meeting marked 75 years of diplomatic ties and aimed at wider provincial cooperation in agriculture, information technology, education and vocational training. The Observer’s headline named technology, agriculture and trade. The reports DailyDrop reviewed give no investment figure, no named project and no signed agreement. Separately on Wednesday, Business Recorder reported that a Pakistani firm signed an MoU with a Chinese company to set up a joint venture making electric buses in Pakistan; that item has a single source.

Since the 18th Amendment, agriculture and education are largely provincial subjects, so a chief minister can pursue them directly with a Chinese province. If the talks turn into funded projects, Sindh could gain farm technology, training places and factory partnerships. If they do not, the meeting remains a courtesy call. It also shows that Pakistan–China ties now run at provincial level as well as through Islamabad.

For most readers nothing changes today. Farmers, IT graduates and technical-training students in Sindh are the people who would feel any result, and only after agreements are signed and funded. Look for named programmes, scholarship places or factory announcements rather than the word “cooperation”.

Supporters of provincial links say they bring training, machinery and investment closer to farms and factories, and can move faster than deals negotiated in the capital.

Sceptics say memoranda are cheap, that results depend on funding and federal approvals, and that few such announcements are followed up in public.

A meeting is not a project. The useful follow-up is a list: which crops or machines, which training institutes, how many places, paid for by whom, by what date. Until the Sindh government publishes one, treat the 75-year anniversary as the occasion and the four sectors as intentions.
