Opposition files motion to censure 18 ministers, including Prime Minister Anutin, with 145 MPs’ signatures; asks for five days of debate

Natthaphong Ruengpanyawut led the opposition parties in filing with House Speaker Sophon Zarum on Oct. 8. All are ministers from the Bhumjaithai Party’s quota. No debate date has been set.

Siam Rath, Matichon, Thai PBS, The Standard, Nation TV and Thai Post report consistently that Natthaphong Ruengpanyawut, head of the People’s Party and Leader of the Opposition, together with the heads of five opposition parties, filed a motion seeking a no-confidence debate on 18 ministers individually under Section 151 with the Speaker of the House of Representatives, Sophon Zarum, on Oct. 8. A total of 145 MPs signed, all except those of the Kla Tham Party. The list includes Prime Minister Anutin Charnvirakul, and all are ministers from the Bhumjaithai Party’s quota.

The Standard says this is the largest number of ministers to face a censure motion since the 2017 (B.E. 2560) Constitution took effect. The opposition asks for five days of debate and raises Senate collusion, cheating in the local-government exams and mismanagement, which Natthaphong calls collectively the “blue regime” (Thai Post, Siam Rath).

On the government side, Paradorn Prissananantakul, Minister Attached to the Prime Minister’s Office, said the prime minister and every minister can explain themselves (Siam Rath). The House Speaker will send the motion to the Cabinet to set a date (Matichon). The allegations are the opposition’s, and no oversight body has yet ruled on them. Watch for the debate date and the coalition parties’ stance.

Finance Ministry opens comment period on draft departure tax of 1,000 baht per flight; AOT shares fall 3.77%, airlines object

The Standard, Thansettakij, Sanook, Kaohoon and Hoon Smart report that the Revenue Department has opened public comment on the draft Act on Tax on Travel Out of the Kingdom. In the first phase it would charge 1,000 baht per trip by air (capped at 5,000 baht), included in the ticket price and applying to travelers of all nationalities. Comments are open until Oct. 29. Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas says the aim is to encourage Thais to travel in Thailand and to reduce outflows of money.

AOT shares closed at 57.50 baht, down 3.77% (Hoon Smart). DAOL Securities estimates state revenue of about 43 billion baht a year if the tax is collected in full. The airline association objects because AOT’s departing passenger service charge rose from 730 to 1,120 baht on June 20. The tourism and sports minister said the matter was not known beforehand and that talks with the Finance Ministry will cover the overlap with the “landing fee”.

DDPM and Government Savings Bank begin first batch of flood relief transfers: 8,216 households in 5 provinces, about 68 million baht

Thai Rath, Bangkok Biz News, Naewna, Bangkok Insight and Mahachon report that the DDPM and the Government Savings Bank began transferring the first batch of flood relief on Oct. 8, to victims in five provinces — Samut Prakan, Sa Kaeo, Tak, Chanthaburi and Mae Hong Son — a total of 8,216 households and 68,003,000 baht (Mahachon).

The reported criteria are 9,000 baht per household if the home is flooded for more than 7 days or property is damaged, and 5,000 baht if it is surrounded by water (Naewna, Bangkok Biz News). The prime minister ordered the process cut to 1 day. Those who have registered and been checked should check their status in the Thang Rat app.

The SET index closed on Oct. 8 at 1,570.61 points, down 14.02 points (−0.88%), with a low of 1,566.89 and a high of 1,584.54. Turnover was 63,644.04 million baht, and foreign net selling was about 6.36 billion baht (Infoquest, Kaohoon, Post Today, Bangkok Insight).

Brokers give the causes as US bond yields and surging oil prices, combined with news that the government plans to collect a departure tax, which pressed travel stocks and AOT. They expect tomorrow’s range at 1,550–1,585 points. US markets closed lower, with the S&P 500 at 7,765.36 (−0.47%).

WTI jumps 3.6% to close around $91.5 as Iran steps up attacks on oil tankers at the Strait of Hormuz; hurricane threatens the Gulf of Mexico

The WTI crude price closed on Thursday, Oct. 8 up 3.6% at around $91.5, and Brent rose 4% to $104.28, according to CNBC, after Iran stepped up attacks on oil tankers passing through the Strait of Hormuz and a hurricane threatened US production in the Gulf of Mexico. Oil companies halted production of about 500,000 barrels a day, or about 25% (CNBC, DTN, OilPrice).

Prices came off their highs after President Trump said the US will not attack Iran before the midterm elections in November. US commercial crude stocks fell by 3.2 million barrels, and Kpler estimates the flow through Hormuz at about 9.5 million barrels a day, about 30% below normal. Gold closed at $4,157.0 (+0.20%).

“Parliament has set the date to censure the 18 ministers” The House Speaker will send the motion to the Cabinet to set a date. No debate date has been announced.
