A new indictment accuses Maduro and his wife of overseeing torture of Americans and political opponents

The Justice Department unsealed a superseding indictment against former Venezuelan President Nicolás Maduro and his wife, Cilia Flores, adding a charge of conspiracy to commit torture, CBS, AP, the Washington Post, PBS, NPR, ABC and Reuters reported. Prosecutors allege that Maduro oversaw a system of arbitrary detention and torture against political opponents and that Americans were among the victims. The couple were first charged earlier this year, after U.S. forces took them into custody. Maduro’s lawyer says he denies the new charges. The Guardian reports that Flores will appear in a New York court to push for release.

Adding torture charges widens a case that began as drug trafficking and gives prosecutors a human-rights narrative, including U.S. citizens as alleged victims.
