Ukraine says Starlink and Starshield speeds are restored after throttling, and Musk says he was behind the restriction

Axios, the BBC, CNBC and PBS NewsHour reported on Saturday, Oct. 24, that Ukraine said speeds on Starlink and Starshield had been restored after limits that hampered its military. Axios said the Ukrainian defense ministry stated that the speed of the Musk-owned satellite system had been fully restored after two weeks of restrictions, while PBS NewsHour put the disruption at a week and said the restoration follows a new U.S. diplomatic push to end the war. Reuters’ headline said the systems are operating at 400 kph after a week of throttling. The Hill reported that Starshield, SpaceX’s military-grade version of Starlink, supports Ukraine’s drone operations. NPR reported that Ukrainian President Volodymyr Zelenskyy said normal speeds were restored, and the Guardian reported that he thanked U.S. allies. KSL News reported that Elon Musk said he was behind the restriction, and ANI quoted him saying the Ukrainian military violated the terms of service.

The reports describe the system as central to Ukraine’s drone operations and communications, which is why a speed limit was treated as a military problem and why Zelenskyy thanked U.S. allies for the fix. Who decided on the limit matters because the reports carry two accounts: Musk’s statement and, on Oct. 23, Trump’s denial that he had spoken to Musk.

If you use Starlink for home internet, the reports reviewed concern Ukraine’s military use of Starlink and Starshield and say nothing about consumer plans. For the war itself, the reports reviewed announce no change in U.S. policy.

Ukraine’s side, as the defense ministry and Zelenskyy describe it, is that the restrictions hampered front-line operations and that restored speeds are now where they need to be. On this view, the restoration is a relief that followed U.S. diplomatic pressure.

Musk’s side, as KSL News and ANI report it, is that he was behind the restriction because the Ukrainian military violated Starlink’s terms of service by using it for offensive drone strikes. On this view, the slowdown enforced the company’s rules rather than a political decision.

Confirmed across outlets: Ukraine says Starlink and Starshield speeds are restored, and Musk says he was behind the restriction. Not confirmed: whether the U.S. government played any role, or what the terms of service dispute means for future access. Watch for statements from SpaceX and the White House and for whether Ukrainian officials report further slowdowns.
