U.S. intelligence chief warns Iran has stepped up plots against Americans as the State Department cuts embassy staffing across the Middle East

CBS News reported on Friday, Oct. 23, that Director of National Intelligence Jay Clayton warned Secretary of State Marco Rubio in a memo that Iran has substantially increased efforts to target U.S. personnel. Fox News headlined that the memo says Iran has substantially increased efforts to target Americans abroad. The Hill reported that the memo describes the efforts as advanced, and the New York Times reported, citing officials, that Iran is in advanced stages of planning attacks against Americans. The Financial Times reported that the memo warns Iran is plotting to kill Americans in the Middle East. Axios reported that the memo does not identify specific targets, countries outside the Middle East or the nature of the plots. The New York Times reported that diplomats and other federal employees were ordered to leave Saudi Arabia. The Associated Press reported that the United States is reducing staffing at four Middle East embassies, and the Spokesman-Review’s account listed the United Arab Emirates, Lebanon, Qatar and Jordan, after earlier departures from Riyadh, Jeddah and Dhahran.

An intelligence memo addressed to the Secretary of State, together with staffing orders at embassies, shows the government acting on a threat assessment rather than only describing it. The Spokesman-Review’s account places the orders nearly eight months into the war with Iran, and Bloomberg’s headline links them to both Iranian plots and Houthi attacks.

If you have relatives who work at U.S. diplomatic posts in the region or who are traveling there, the State Department’s travel and embassy notices are the place to check, since the reports describe changes at specific posts. The reports reviewed do not describe any new instruction for private citizens in the United States.

The administration’s side, as the Spokesman-Review’s account quotes an American official, is that the department needs to reduce its footprint and keep only essential staff, and the memo’s own language is that the plotting has reached advanced stages. On this view, reducing exposure is a precaution against a threat officials describe as serious.

The cautious side comes from the reporting itself: Axios noted the memo names no specific targets or plots, and the Spokesman-Review’s account says the State Department had earlier called reports of broader evacuations inaccurate. On this view, the public record supports a general warning and specific staffing changes, but not a described plot.

Confirmed across outlets: a memo from Clayton to Rubio warns of increased Iranian efforts to target U.S. personnel, and staffing at several Middle East posts is being cut. Not confirmed: who or where the targets are, and how many posts have mandatory departures versus reduced staffing. Watch the State Department’s own notices and any follow-up from Rubio or Clayton over the weekend.
