Tau: R23.4 billion in IDC funding went to 48 black industrialists in a year
Tau's written reply (question NW4893 from MP Thokozani Langa, 30 September) said the IDC allocated about R23.4 billion to black industrialists in 2025 and that 48 benefited (Daily Investor, PMG, BusinessTech). Outlets differ on "allocated" versus "disbursed". The IDC said in April that its Black Industrialists Scheme partnership with the dtic had approved about R7.28 billion for 73 companies. Some funded firms face liquidation. The IDC says black-owned firms are about 60% of its portfolio.
The Black Industrialists Scheme is a main tool to broaden ownership of manufacturing. Whether it concentrates money in a few firms is a live political question.
Public funds that go to few firms may leave less for small businesses. The figures also feed debates on empowerment policy before the elections.
Supporters say large industrial projects need large loans, and concentration reflects deal size.
Critics say 48 recipients for R23.4 billion shows a narrow circle benefits, and that failing firms raise questions about due diligence.
The missing number is how much was actually paid out and how many jobs it created. Ask the next question in Parliament to include it.
