U.K. says Iran's Revolutionary Guards almost certainly directed a plot against a U.S.-run air base. Canada signs a joint statement

U.K. Prime Minister Burnham said on Monday that a security incident at RAF Fairford, a U.S.-run air base in England, was almost certainly directed by Iran's Revolutionary Guards, per Reuters, CTV News, Global News, Castanet and the National Post. Reuters' headline said "likely." Canadian outlets called it a terror plot, an attack attempt and an "apparent" plot. Canada signed a joint statement on Iran on Monday, which the Government of Canada posted; CBC said Canada and U.K. allies vowed action. We saw only the statement's title, not its text, and we did not see Iran's response.

A state-directed plot against a Western-run base would be a serious escalation, and a joint statement signals that Canada wants to be counted among the governments responding.

No direct effect today. Watch for travel advisories, sanctions steps and oil prices, since the Gulf is already tense after the Riyadh airport attacks.

Allies should speak with one voice, and naming Iran publicly is how pressure starts.

The attribution rests on a prime minister's assessment so far; the public has not seen the evidence, and Reuters' headline was more cautious than the rest.

Words are cheap and this is the cheap step. The test is whether any signatory names a measure, such as sanctions or expulsions, and whether the U.K. publishes evidence. We will tell you when Canada's statement says what it will do.
