Police arrest man (20) from Capelle aan den IJssel for preparing a terrorist attack

The Public Prosecution Service announced on Tuesday that the suspect was already arrested last week. According to the reports, he wanted to cause ‘as many victims as possible’. Next to nothing about his motive and his plans has been confirmed.

A 20-year-old man from Capelle aan den IJssel was arrested last week on suspicion of a terrorist offense. That became known on Tuesday (NOS, NU.nl, AD, De Telegraaf, Rijnmond). The Public Prosecution Service (OM) says he is suspected of threatening to commit a terrorist offense and of preparing one. Those are two different suspicions: the first concerns what he is said to have said or written, the second concrete steps to carry it out. According to a statement from the OM, the man will remain in custody for longer. The AD writes that with the arrest the police prevented a possible attack. In criminal law an offense is only ‘terrorist’ if it is intended to instill serious fear in the population or to coerce a government; the OM must therefore also be able to demonstrate that intent. The reports we saw do not name the man.

Note the difference between the date of the event and that of the news: the arrest took place last week, the public heard about it on Tuesday, October 13. The reports are cautious about what the man was planning. NU.nl writes that, according to the person who made the report, the suspect wanted to cause as many victims as possible. The AD writes that he is said to have said so, and Rijnmond also puts the words in quotation marks in its headline. So it is a statement attributed to him, not an established intention. De Telegraaf reports that a sword, knives and an air gun were found on him. That is one source; the other media do not mention those objects in the reports we saw.

What we do not know is a lot. The reports name no motive and no ideology, no target and no time. Nor do they say whether he acted alone or how the police got on his trail, other than that there was someone who made a report (NU.nl). At this stage that is no reason to fill anything in: a suspect has not been convicted and the judge still has to assess the evidence. For residents of Capelle we have seen no call from the police or the municipality, and no report of danger to the public. The details come mainly from statements by the OM and from what the person who made the report is said to have passed on; we saw no investigation by the newsrooms themselves. So expect more to become known in the coming days, for example about the hearing in which the judge decides on pre-trial detention. Until then: this is an arrest and a suspicion, not an established plan, and no report we saw says that anyone was injured.

Albert Heijn sees no sign of stolen customer data, but recovery will take days yet

The disruption at Albert Heijn, which the company called a ‘cybersecurity incident’, began on Sunday afternoon and was still not over on Tuesday: the website was down and nothing was being delivered (AD). The parent company Ahold Delhaize is working with external cyber experts, says it has no indication that data of customers or other companies were stolen, and is restarting systems in a controlled way (NU.nl, De Telegraaf, AD, NOS). Until everything works again, ‘a few more days to a week’ are needed, according to the management (AD, de Volkskrant). Stores are being restocked extra from the distribution centers, but fresh products quickly run out in many branches (Trouw, NRC, NOS). The cabinet is guarding against panic and says food security is not at risk, but acknowledges that the incident ‘affects daily life’ (AD).

More is known about the attack itself. Sources in the security world tell the NOS that the company saw suspicious traffic from hackers via several foreign servers; the AD reports the same. Albert Heijn itself does not confirm that, but does warn of phishing (NU.nl). On the stock market, 787 million euros of the group’s value evaporated on Monday (AD); according to analysts the damage to revenue is still unclear (NU.nl). The FNV union is at odds with the company over cancelled shifts of temp workers, who according to the AD will not be paid for the time being.

Pope Leo XIV has lung cancer: malignant lump removed during surgery

Pope Leo XIV underwent surgery on Tuesday in a hospital in Rome for a lump on his lung (NOS, NU.nl, AD, De Telegraaf, RTL.nl, de Volkskrant, Guardian). On arrival he waved to the dozens of well-wishers waiting for him (NOS). The Vatican said afterwards that the operation went according to plan and within the expected time. It also let it be known that the lump was malignant; part of the right lung has been removed (AD, De Telegraaf). The NOS and Politico speak of lung cancer. The pope is 71 (NOS). The Guardian quotes a senior cardinal who said the discovery came ‘like a bolt from the blue’; the procedure was considered low-risk beforehand.

Much is not yet known. We have not seen what type of cancer it is, at what stage, whether further treatment is needed, how long recovery will take, or whether the pope has to adjust his schedule. That the diagnosis only became known after the operation fits the reports from beforehand: back then everyone still spoke of a ‘little lump’. The source is consistently the Vatican itself; we have not seen independent medical information. The Vatican gave no prognosis in the reports we saw. For the coming days, new statements from the Vatican about his recovery and his public appearances are therefore mainly worth following.

Court of Audit: Dutch roads and rail are not ready for large-scale military transport

The Netherlands Court of Audit concludes after an investigation that Dutch roads and railways in many places do not meet NATO requirements for transport in wartime (NOS, NU.nl, NRC, de Volkskrant, Trouw, De Telegraaf). Under agreements within the alliance, the Netherlands is meant to play a major role in bringing in troops and materiel. To make that possible, at least 9.5 billion euros is needed, according to the NOS. De Telegraaf gives as examples that bridges must be made sturdier and viaducts higher.

The amount is a rough estimate: many costs are still unknown and the calculated amounts are uncertain (De Telegraaf). The NRC points out that it is not only about military convoys; in wartime, everyday civilian traffic would also suffer. Who has to pay the money and in what timeframe, we have not seen, nor what exactly the Court of Audit recommends. The NOS gave it attention on Tuesday evening in Nieuwsuur. The same day the House of Representatives, according to the NRC, asked for a plan ‘quickly’ against hybrid war and sabotage. It ties in with the speech by NATO’s top military officer on Monday about deterrence.

Drones hit ships off Bulgarian coast again, Russian missiles strike power plant in Kyiv

On the night of Monday to Tuesday, two ships off the Bulgarian coast of the Black Sea were hit by drones, and one of them sank (NOS, NU.nl, AD, Trouw, Reuters). According to Bulgarian prime minister Radev, one crew member has been rescued (NOS). Whether others are missing is unclear according to the NOS; NU.nl later writes that eleven crew members are missing. It is the second attack on ships off the coast of this NATO country in a week, the AD writes. Bulgaria summoned the Russian ambassador and NATO wants to strengthen the defense of the eastern flank (AD). Who launched the drones, we have not seen confirmed. De Telegraaf writes that the alliance’s coast has been under pressure for days and that one ship after another is sinking.

Things were also unsettled in Ukraine. According to President Zelensky, Russian missiles hit an important power plant in Kyiv without partner countries having been warned beforehand (BBC, Guardian, Financial Times). According to the Guardian, five missiles hit civilian infrastructure; the paper links it to the American threat to stop sharing intelligence. The FT writes that Zelensky himself does not make that link. Trump says the US is still sharing intelligence with Ukraine (De Telegraaf, Trouw). On Tuesday Zelensky also said that Russia has not been abiding by Trump’s ‘energy truce’ for days (NOS). On the stock market, Wall Street closed lower on Tuesday on sales in technology funds (FD, De Telegraaf).

Unverified — what we could not confirm

“Customer data was stolen at Albert Heijn.” Ahold Delhaize currently sees no indication of that (NU.nl, De Telegraaf, AD). The investigation is still ongoing, so it is not definitive.
“Eleven crew members are missing after the attack near Bulgaria.” That is reported by NU.nl. The NOS earlier wrote that it is unclear whether people are missing; the Bulgarian prime minister mentioned only one rescued crew member.
“Ukrainian attacks on data centers have knocked out the Russian bots.” The BBC writes that there is no evidence that Russian trolls were hit; the FD wonders the same. The claim comes from Zelensky himself (BBC).
