Watercare takes $6 million from nearly 44,000 accounts, 18 days early, in a billing-system error
Watercare apologised on Wednesday 14 October after payments were taken early from 43,835 customer accounts (NZ Herald, RNZ, 1News, Stuff). Stuff gave the total as $6.14 million; the others rounded it to $6 million. 1News reported that the money was taken 18 days before it was due. RNZ and the Herald say an upgrade to Watercare’s billing system caused the error. Watercare said it is “deeply sorry” (Herald, 1News). Stuff reported Consumer NZ’s advice that affected customers should seek refunds and reimbursement for any bank fees or other losses. The coverage checked does not say how or when the money will be returned.
A utility with a monopoly on household water cannot be shopped around, so customers have little recourse beyond complaint and the bank. Taking money early is also the kind of error that costs people twice, once in the cash taken and again in any fee on an account left short.
If you pay Watercare by automatic payment, check your recent statement for a debit that landed earlier than your bill said it would. If your account went overdrawn or a payment bounced, keep the record of the date and any fee, and ask Watercare for a refund and for the fee to be reimbursed, as Consumer NZ advises.
Watercare’s position, as reported, is an apology and an explanation: a system upgrade went wrong, with no suggestion of intent.
Consumer NZ’s position is that customers should not bear the cost, and should claim back both the money and any resulting bank fees.
The apology is the easy part. The test is whether Watercare writes to every affected customer, says when the money comes back, and agrees to cover fees without being asked. Until it does, treat $140 an account on average, our own arithmetic, as money you may need to chase.
