Fourth Central Committee plenum closes: 2027 set as a year of acceleration, with a GDP target of 10% or more and average CPI of about 4.5%

The Central Committee adopted outlines reviewing 100 years of the Party’s leadership and the direction for the country’s development over the next 100 years; the General Secretary called for turning decisions into specifics and tying responsibility to results.

The fourth plenum of the 14th-term Party Central Committee closed on the afternoon of Oct. 8 in Hanoi after four working days, chaired by General Secretary and State President Tô Lâm, according to Nhân Dân, VTV, VietnamPlus, VnExpress and Đại biểu Nhân dân. The plenum adopted its own resolution along with many resolutions, regulations and projects within its authority, focusing on Party building and rectification, renewing the method of leadership, personnel work and making use of talent.

On long-term direction, the Central Committee adopted an outline for reviewing 100 years of the Party leading the Vietnamese revolution and the direction for the country’s development over the next 100 years, together with an outline for reviewing 40 years of implementing the Party Platform. The plenum set 2027 as a year of acceleration and breakthrough, with a target of GDP growth of 10% or more, stable macroeconomic conditions and average CPI of about 4.5%. These are targets set by the plenum; CPI for the first nine months of 2026 was already 4.52%, and September rose 5.08% from a year earlier.

Petrol prices rise for a fifth straight time from 3 p.m. on Oct. 8: E10 RON95-III up to VND 28,250 a litre, diesel down nearly VND 600

From 3 p.m. on Oct. 8, the price of E10 RON95-III petrol rises by about VND 1,070 to about VND 28,250 a litre (some papers give VND 28,254), E5 RON92-II petrol rises by about VND 1,140 to about VND 27,700 a litre, and diesel falls by about VND 590 but stays above VND 29,000 a litre, according to VOV, Tiền Phong, Sài Gòn Giải Phóng, Công Thương and Ngôi Sao. This is the fifth straight rise for E10 RON95-III petrol.

According to the inter-ministry body of the Industry and Trade and Finance ministries, the average world price of finished petroleum products between the two adjustment periods of Oct. 1 and Oct. 8 rose about 4.8% for RON92 and 4.6% for RON95. The price stabilization fund is set aside only for diesel, and in this period no money from the fund was spent on any product. A difference of a few dong between papers comes from how the base price is rounded.

VN-Index falls 14.42 points to 1,738.97 as foreign investors net sell for a 12th straight session

The VN-Index closed Thursday’s session on Oct. 8 at 1,738.97 points, down 14.42 points (0.82%), according to VTV, VnExpress, Nhân Dân and VietnamPlus. On HOSE, 183 stocks fell and 110 rose. Selling pressure was concentrated in financial services, real estate, construction and materials, and banking; VHM and VIC took more than 7 points off the index.

Foreign investors net sold roughly VND 415 billion to VND 451 billion depending on how it is tallied, a 12th straight session of net selling, and a cumulative total of more than VND 11,400 billion since the selling spell began. Two sites (VOH, HTV) still gave 1,753.39 for this session, but that is the previous session’s figure, so DailyDrop does not use it.

Crude oil rises more than 3% as tanker attacks hit a record in Hormuz; Brent around $105, S&P 500 down 0.47%

WTI crude closed Thursday’s session on Oct. 8 at $91.50 a barrel, up 3.60%, while Brent at one point rose more than 5% and settled around $105 a barrel, according to CNN, DTN, OilPrice and IndexBox. The analytics firm Kpler said 10 oil tankers were attacked in the Strait of Hormuz from Sept. 28 to Oct. 4, above the previous high of six ships a week, and the number of ships passing through the strait fell to a two-month low.

The season’s first storm in the US forced a halt to about a quarter of offshore oil output in the Gulf of Mexico, according to DTN. The S&P 500 fell 0.47% to 7,765.36 points; gold was about $4,157 an ounce (+0.2%). DailyDrop has not verified the closing figures for the other US indexes.

R&I upgrades Vietnam’s sovereign credit rating to BBB-, the first time in the investment grade group by this agency’s assessment

Japan’s rating agency Rating and Investment Information (R&I) raised Vietnam’s foreign-currency issuer rating from BB+ (positive outlook) to BBB- (stable outlook), placing Vietnam in the investment grade group for the first time, according to Ministry of Finance information relayed by VietnamPlus, VnEconomy, VietNamNet, Thanh tra and Tiền Phong. BBB- is the lowest rung in the investment grade group.

According to the Ministry of Finance, the decision reflects a positive assessment of the growth foundation, structural reforms, fiscal space and resilience to external shocks. R&I also flagged issues to keep watching: credit growth, bank liquidity, real estate lending and the size of foreign exchange reserves. The press noted that Moody's earlier raised Vietnam’s outlook to positive, keeping the Ba2 rating; DailyDrop has not checked R&I’s original report.
