Fourth Central Committee plenum of the 14th term opens: General Secretary Tô Lâm sets four priorities and demands that major policy decisions produce results

The meeting is to consider Party building, the political system and national development; the leader cited 9.01% growth over nine months.

The fourth plenum of the 14th Party Central Committee opened on the morning of Monday, Oct. 5, in Hanoi, according to Tuổi Trẻ, Thanh Niên, VOV, Nhân Dân and Sài Gòn Giải Phóng. General Secretary and State President Tô Lâm chaired the meeting and gave the opening speech, while National Assembly Chairman Trần Thanh Mẫn ran the opening session.

According to VietnamPlus and VnEconomy, Mr. Tô Lâm raised four matters to be addressed, aimed at building a Party and political system capable of leading and organizing the achievement of development goals. He stressed the need to raise the quality of leadership, from identifying problems, forecasting and choosing options to deciding, inspecting and adjusting, and to overcome the situation in which there are many documents and many meetings but work is slow to change.

He also cited nine-month GDP growth of 9.01% and said the meeting is taking place as the whole country completes its 2026 tasks and prepares the 2027 plan, according to SGGP. This is a statement by the leader, not a result of the meeting; specific resolutions or conclusions will be released when the meeting closes.

VN-Index recovers nearly 16 points to 1,753.20 on VIC and VHM, with foreign investors still net selling more than 280 billion dong

The VN-Index closed Monday’s Oct. 5 session at 1,753.20 points, up 15.49 points (0.89%), ending a five-session losing streak, according to DNSE and Nhân Dân. VIC and VHM were the two biggest contributors to the index’s gain.

Liquidity fell: about 575.75 million shares worth 13,501 billion dong, versus 19,176 billion dong in Friday’s session. Foreign investors kept net selling more than 280 billion dong, with TCB sold most heavily on a net basis (147 billion dong), followed by VHM (114 billion dong) and PNJ (90 billion dong).

That afternoon, Vietnam’s national team lost 0-1 to Malaysia in the third-place match, the only goal scored by Fergus Tierney in the 62nd minute, according to Tuổi Trẻ, VOV and Dân trí. Vietnam finished the tournament in fourth place; the papers note that VAR overturned a Vietnam penalty in the 74th minute, and, according to some papers, this is the first loss to Malaysia in 12 years.

Oil prices ease at the start of the week, WTI at $89.43; the next domestic fuel price adjustment is on Oct. 8

WTI crude closed Monday’s Oct. 5 session at $89.43 a barrel, down 1.84%, according to Investing.com. Intraday prices varied: Thời báo Tài chính Việt Nam reported WTI at about $90.24 and Brent at $101.68 in the morning, while VOV reported Brent at $101.90, so the papers differ depending on timing. Signals on supply from the Gulf have eased somewhat, though the Strait of Hormuz is still not open.

Báo Lào Cai and Techz said the domestic market is awaiting the fuel price adjustment on Oct. 8. In September, fuel prices were one of the two main causes of the rise in CPI, so movements in world oil prices these days will affect the next adjustment.

The meeting’s resolution put nine-month GDP growth at an estimated 9.01%, with the macroeconomy stable and inflation under control, and called for reassessing the methods of leadership, direction and organization of implementation to raise performance in the fourth quarter. One source gives the resolution as Resolution 312/NQ-CP, signed Oct. 5; DailyDrop could not check the original text. This is the Government’s own assessment; inflation exceeded 5% year on year in September.
