The VN-Index closed on Oct. 9 at 1,735.09 points, down 3.88 points (0.22%); in the week of Oct. 5 to 9 the index fell for a third straight week (Nhân Dân, VietnamPlus, Hà Nội Mới, Người Đưa Tin, Tạp chí Điện tử & Ứng dụng). Matched-order value on HOSE was about VND 14,800 billion, but total liquidity topped billion thanks to negotiated trades. Foreign investors net sold about VND 9,272 billion (one paper) to VND 9,736 billion (HOSE), of which MCH accounted for about VND 9,133 billion. The negotiated trade: more than 64.2 million MCH shares, about 4.9% of capital, at VND 150,000, for a total of more than VND 9,641 billion. On Oct. 6, a wholly owned subsidiary of Masan Group (Lepus) registered to buy up to 73 million MCH shares to raise its holding from about 69.4% to about 74.9% (BNEWS, Mekong Asean). The buyer in the Oct. 9 trade has not been confirmed. Over the whole week foreign investors net sold about VND 13,500 billion to VND 13,990 billion, depending on how it is counted.
A record net-selling figure is easily read as foreign investors pulling money out en masse, when most of it was the transfer of one large block between two investors. If the buyer is Masan Group, that is a group raising its stake in a subsidiary, not broad selling pressure.
If you invest in stocks, separate negotiated trades from matched-order cash flow when you read figures on foreign investors. If you do not invest, the effect is indirect, through sentiment.
Most of the net-selling figure is a negotiated trade in a single stock, so the actual broad selling pressure is far smaller than the headline suggests.
Even excluding MCH, foreign investors have net sold for many sessions in a row and the VN-Index has fallen for three weeks, so sentiment remains weak.
When you read a headline about “record foreign net selling,” ask whether it was one order or many. We cannot yet say who the buyer is; what is worth watching is Masan Group’s disclosure of the trade and foreign investors’ matched-order flows next week.

The VN-Index closed Friday, Oct. 9 at 1,735.09 points, down 3.88 points (0.22%), having dipped to 1,724.17 at one point before recovering, according to Nhân Dân, VietnamPlus, Hà Nội Mới and Tạp chí Điện tử & Ứng dụng. The papers put foreign investors’ net selling at between about VND 9,270 billion and VND 9,740 billion, but most of it came from a single negotiated trade in MCH, not from broad selling through matched orders.
According to the papers, more than 64.2 million MCH shares, equal to about 4.9% of Masan Consumer’s charter capital, were traded by negotiation at VND 150,000 a share, for a total of more than VND 9,641 billion (one paper gives VND 9,592 billion). One paper said the seller was a foreign investor and the buyer a domestic one. On Oct. 6, Masan Group announced that a subsidiary (Lepus) had registered to buy up to 73 million MCH shares to raise its holding from about 69.4% to about 74.9%; DailyDrop has not seen any paper confirm that Lepus was the buyer in the Oct. 9 trade.

Businesses that export, import or invest in Laos and Cambodia may benefit from the new agreements; ordinary people will see little immediate effect.
The first visit by the new Prime Minister shows a neighbors-first priority, and many documents were signed on the spot.
New documents are commitments; it will take time to see concrete results in trade and investment.
The number of documents says nothing about results; wait for the specifics and the pace of implementation, along with the outcome in Cambodia.

Prime Minister Lê Minh Hưng held talks with Lao Prime Minister Saleumxay Kommasith on Oct. 8 and ended his official visit to Laos on the morning of Oct. 9, according to VietnamPlus, Dân Việt, Thanh Niên, Dân trí and VietNamNet. The two sides signed 11 cooperation documents, co-chaired the Vietnam-Laos Investment Promotion Conference, and witnessed the handover of a record on the population management and citizen identification system in Laos between the Ministry of Public Security of each country.
