Prime Minister Lê Minh Hưng made a two-day official visit to Cambodia on Oct. 9 and 10: he held talks with Prime Minister Hun Manet on the afternoon of Oct. 9 in Phnom Penh, witnessed the exchange of six cooperation documents (security, drug prevention and control, trade, culture, education and training) and agreed to strive for $20 billion in bilateral trade; on the morning of Oct. 10 he had breakfast and held a working session with the Cambodian Prime Minister, and at midday left Techo airport (Báo Tin tức, Công Thương, VTV, Nông nghiệp và Môi trường, VietnamPlus, Tiền Phong, Báo Chính phủ). He met National Assembly President Khuon Sudary and Senate President Hun Sen, paid his respects to King Norodom Sihamoni and visited the Queen Mother Norodom Monineath Sihanouk. Cambodia’s Foreign Ministry issued a statement on Oct. 10 saying the visit deepened friendship. Tiền Phong tallies nearly 40 cooperation documents for the two visits to Laos and Cambodia combined. The detailed list of documents has not been cross-checked.
The two neighbouring countries are important markets and investment destinations; the visit is the Prime Minister’s first bilateral trip abroad, aimed at turning high-level commitments into concrete results.
Import-export and investment businesses in the western and southwestern border provinces may benefit from the agreements on trade and border security. Most people will not see an immediate effect.
Signing so many documents on the very first visit shows an effort to turn commitments into action and to strengthen neighbourly relations.
The number of documents says nothing about their quality; the $20 billion target will take years and progress in implementation needs to be seen.
Watch border trade turnover each quarter and the rollout of the security and drug agreements; those figures will show whether the visit worked.

On the afternoon of Oct. 9 in Phnom Penh, Prime Minister Lê Minh Hưng held talks with Cambodian Prime Minister Hun Manet after an official welcome ceremony at the Peace Palace, then witnessed the exchange of six cooperation documents in security, drug prevention and control, trade, culture, and education and training, according to Báo Tin tức, Công Thương, VTV and Nông nghiệp và Môi trường. The two sides agreed to strive to raise two-way trade turnover to $20 billion.
On the morning of Oct. 10, the two prime ministers had breakfast and held a working session, and at midday the delegation left Techo International Airport, ending the two-day official visit of Oct. 9 and 10, according to VietnamPlus and Báo Tin tức. Mr. Hưng also met National Assembly President Khuon Sudary and Senate President Hun Sen, paid his respects to King Norodom Sihamoni and visited the Queen Mother. Earlier, in Laos, he signed 11 documents. State media have not given details of each document; the $20 billion goal is a target, not a result.
