KOSPI plunges 5.46% to 6,035.35. Sell-side sidecar triggered, 6,000 line breached intraday

SK hynix fell 10% and Samsung Electronics 7.4%. A Chinese DRAM maker’s claim of a technology advance is cited as the trigger, but reports differ on the cause of the drop

The KOSPI closed on the 13th down 5.46% (348.89 points) at 6,035.35 (Yonhap, Korea Economic Daily, Hankyoreh, Dong-A Ilbo). It barely held the 6,000 line from the previous close of 6,384.24, and Korea Economic Daily noted it was the lowest level since the July 30 low. The market opened down in the 3% range, the slide deepened to the 4% range in the morning, and a sell-side sidecar was triggered. It was the first in two months (Yonhap, SBS, Korea Economic Daily, Dong-A Ilbo). Intraday, the loss widened to the 6% range and the 6,000 line was breached (Kyunghyang Shinmun, Korea Economic Daily). The Kosdaq ended down 1.43% at 837.03 (Yonhap). SK hynix fell 10% and Samsung Electronics 7.4% (Yonhap, SBS), and single-stock leveraged products that track the two stocks at roughly twice their moves plunged 14–20% (Yonhap). Dong-A Ilbo and SBS reported that the KOSPI’s market capitalization fell below 5,000 trillion won, and SBS said the volatility index, known as the fear gauge, rose 23%. Korea Economic Daily reported that the balance of debt-fueled investing, or ‘bitu’, topped 34 trillion won, the highest in three months.

The shock from Chinese DRAM maker ChangXin Memory (CXMT) was cited most often as the trigger. On the New York market on the 12th, chip stocks were sold on news that the Chinese company claimed a DRAM technology advance, and the Philadelphia Semiconductor Index fell 2.67% (Korea Economic Daily, Kukmin Ilbo, Yonhap Infomax). The Nasdaq slipped 0.44% and the Dow rose 0.38% (Newsis, Yonhap Infomax, Chosun Ilbo). Bloomberg said Korean chip stocks sank on worries about Chinese rivals and remarks by Broadcom executives, and Korea Economic Daily called it a ‘double whammy’ compounded by the surge in oil prices. The won-dollar rate closed up 10 won at 1,345.1 won amid Mideast-driven oil gains and the stock plunge (Yonhap, Newsis, Chosun Biz). Outlets differ on where to focus on the cause. Yonhap posed the question ‘why’ about a plunge right after record chip earnings, while SBS separately looked at why foreigners keep dumping Samsung Electronics and SK hynix. Chip stocks stayed weak during U.S. trading on the 13th as well (Reuters, Bloomberg). The U.S. session ended at this paper’s editing deadline, so we could not include the result.

During the day on the 13th, a man in his 50s wielded a knife at a complex mall housing Homeplus in Guwol-dong, Namdong District, Incheon, leaving 1 person in cardiac arrest and 7 injured (Yonhap, Kyunghyang Shinmun, Korea Economic Daily, Hankyoreh). The suspect was arrested at the scene (Hankyoreh). Witnesses said he stabbed people he saw with knives tied to both hands (Yonhap, SBS, KBS). The woman in her 20s taken away in cardiac arrest had still not regained consciousness on the night of the 13th (Yonhap). The suspect was wearing an electronic ankle monitor and has two prior records of attempted murder (Yonhap, Hankyoreh). Yonhap reported he was carrying a large quantity of drugs, and Korea Economic Daily reported he took them during the attack. An office worker in his 20s helped subdue him by throwing a chair (Yonhap, Korea Economic Daily). Dong-A Ilbo reported that the suspect met with his probation officer just before the attack. Government finalizes move of 44 central administrative agencies to Sejong. 10,000 civil servants to relocate over 2027–2031

On the 13th the government unveiled a plan to move 44 central administrative agencies, including the Ministry of Justice, the Ministry of Gender Equality and the Financial Services Commission, to Sejong between 2027 and 2031 (Yonhap, Dong-A Ilbo, Kyunghyang Shinmun, SBS). The civil servants affected number around 10,000 (Yonhap, Kyunghyang Shinmun). The Ministries of Foreign Affairs, Unification and National Defense are also included (Dong-A Ilbo, Kyunghyang Shinmun), and Kyunghyang Shinmun reported that the Broadcasting, Media and Communications Commission and the National Human Rights Commission will move in the first half of 2027, and the Board of Audit and Inspection and the Serious Crimes Investigation Agency by 2031. Dong-A Ilbo wrote that 27 agencies will move first next year. The second round of regional relocations of public institutions in the Seoul metropolitan area, such as the Financial Supervisory Service and state-run banks, is due to be announced within the year (Dong-A Ilbo). The government said there will be a time to discuss relocation with the Supreme Court, the Constitutional Court and the National Election Commission as well (Yonhap).

The bureaucracy was in an uproar. ‘First half of next year?’ was one reaction (Yonhap, Korea Economic Daily), and Ministry of Justice staff said housing is the biggest problem and that some may quit (Kyunghyang Shinmun). The Korea Investment Corporation union protested that moving out of Seoul would weaken the capacity to manage national wealth (Yonhap). The Financial Services Commission chairman held an emergency meeting of senior officials and said a task force would hear staff grievances (Yonhap). Sejong City welcomed the plan as hastening the ‘era of the second capital’ but asked for a concrete schedule (Hankyoreh). Employment and Labor Minister Kim Young-hoon said he would play a role in labor-government talks over the conflict surrounding the move (Yonhap, Korea Economic Daily). Details such as each agency’s move timing and housing and education measures are hard to sort out from these reports alone.

Hong Ra-hee gives Lee Jae-yong 11.16 million Samsung Electronics shares. Worth about 2.6 trillion won, lifting his shareholding to 1.75%

It became known on the 13th that Director Hong Ra-hee made a gift of 11.16 million Samsung Electronics shares to her son, Samsung Electronics Chairman Lee Jae-yong (Yonhap, Dong-A Ilbo, Korea Economic Daily, Kyunghyang Shinmun, SBS, Electronic Times). The size was reported at around 2.6 trillion won, and the chairman’s shareholding rises from 1.58% to 1.75%, up 0.17 percentage point (Yonhap, Electronic Times). Dividing the valuation by the number of shares gives around 230,000 won a share (DailyDrop calculation). Yonhap reported in a stock-movers item that same morning that Samsung Electronics had come down to the ‘230,000-won’ level.

On the day the gift became known, Samsung Electronics shares fell 7.4% (Yonhap, SBS). The timing of the gift, how the gift tax will be funded, and Hong’s remaining holdings could not be determined within what DailyDrop checked. The weight of the chairman’s personal 1.75% in Samsung’s governance structure is also hard to judge from the reports alone. The same day the KOSPI plunged 5.46% and SK hynix fell 10%.

Saudi Arabia retaliates with strikes on Houthi-held Sanaa oil facilities. Trump: “We won’t forget, even after the midterm elections”

The Saudi-led coalition struck oil and fuel facilities of the Houthi rebels in Yemen’s capital Sanaa on the 13th (Yonhap, BBC, Guardian). Before the operation the coalition issued an evacuation warning for Yemen Petroleum Company facilities in Sanaa (Reuters, Straits Times), and explained that the facility had supported Houthi missile and drone attacks (Saudi Gazette). Houthi-side media said oil facilities near Sanaa were bombed (CNA, Ouest-France). The Houthis warned nearby residents to evacuate, saying they would target Saudi Aramco facilities and airports (Al Jazeera, Mint). The two sides exchanged counter-warnings over the strikes on oil facilities (Yonhap). Riyadh airport is closed until the 17th (Mint, Valor Econômico). Saudi Arabia is conducting its own investigation into how its air defense network and alert system failed to work properly (Yonhap, AP).

U.S. President Trump called the Houthi attacks vicious and said he will not forget them even after the midterm elections (Yonhap, KBS). He also claimed the Houthis are trying to push up oil prices ahead of the midterm elections (Reuters, Al Jazeera). Iran’s military said it is watching ships east of the Strait of Hormuz and that a tanker caught fire in a prohibited zone (Yonhap single report). Brent crude rose 1.8% on the 12th to its highest since September 15 (Yonhap), but in Asian trading on the 13th oil fell as the outlook for Russian diesel supply partly offset Gulf risk (Reuters, CNBC). In the Korean market, the Mideast-driven oil rise was cited as a backdrop to the rise in the won-dollar rate (Yonhap, Betanews). Israel’s Haaretz reported that Prime Minister Netanyahu sought Saudi approval to join strikes on the Houthis but the crown prince objected. Domestic outlets also carried the report (Yonhap, Kyunghyang Shinmun), but Israel’s involvement has not been confirmed.
