On the afternoon of Thursday, October 8, a debris flow came down through the San Carlos de Apoquindo area, in eastern Las Condes, sweeping away vehicles, among them a Red Movilidad bus that overturned, according to BioBioChile and Emol. The first toll, from Cooperativa and T13, speaks of six injured, one of them a one-year-old child with a leg fracture; no deaths were reported. President José Antonio Kast decreed a disaster zone for the commune, Senapred declared a red alert, and classes were suspended and traffic restricted, according to El Mostrador. Authorities attributed the event to about 15 millimeters of rain in an extremely short span, which Sernageomin describes as a “flash flood.” The presidential delegate, Germán Codina, linked the debris flow to a forest fire in late 2025 that would have weakened the soil of the ravine, according to BioBioChile. DailyDrop has not yet seen an official count of damaged homes.
A disaster-zone declaration lets the State act faster: deploy forces, restrict movement and allocate emergency funds. It also reopens the debate on prevention in urban ravines, a risk that residents and authorities say had been warned about before.
If you live in or travel through eastern Santiago, it is advisable to follow Senapred’s instructions and the traffic restrictions. If you have home insurance, check whether it covers debris flows and what documents it asks for.
Authorities point to an extreme, unpredictable event, made worse by an earlier fire that weakened the ravine.
Residents and part of the opposition argue that the risk had been warned of and that mitigation works were not ready; the Prosecutor’s Office could investigate responsibility.
Two questions remain open: how many homes were damaged and whether the containment works were in place. The answers will define the cost of the emergency and who is responsible. First tolls are usually revised upward.

The INE reported that September CPI rose 0.4% month on month, somewhat below the 0.5% the market expected, and that annual inflation stood at 4.1%, with 4.0% cumulative for the year, according to BioBioChile and CNN Chile. The biggest increases were in fuels: diesel 10.2% and gasoline 2.7%, as well as electricity, at 1.6%. Insurance fell. Economists project a year-end figure between 4.5% and 5%, above the 4.3% the Central Bank estimated in its September IPoM, according to La Tercera. Minister Quiroz said that CPI is the Central Bank’s responsibility and that monetary measures must be taken, according to T13; CNN Chile added that he acknowledged that meeting the official projection of 3.8% “is challenging.” Two-portfolio minister Daniel Mas spoke of ongoing inflationary pressures from the effect of the 18th and fuels.
Inflation above the 3% target limits the Central Bank’s room to cut the rate. The government publicly demanding action from it strains the relationship with an autonomous institution.
If you have a loan in UF, a rental with a CPI adjustment or pay for diesel for your work, these numbers affect you. Higher diesel prices pass through to transport and food with a lag.
For some economists, a 0.4% reading below expectations shows inflation is contained and does not justify raising rates.
For others, with diesel rising and the dollar near CLP 980, the risk lies in the coming months; a year-end near 5% cannot be ruled out.
The key is the Central Bank meeting on October 26 and 27. The market expects a steady rate, but with a tougher tone. The clash of messages between the Finance Ministry and the Central Bank will be a topic.
