On Friday, October 9, President Kast signed the decree promulgating the National Reconstruction and Economic and Social Development Law, the mega-reform, without the planned ceremony, which was suspended because of the mudslide in Las Condes, according to El Mostrador and BioBioChile. Kast said that “Chile keeps moving forward even in the midst of the emergency,” according to La Tercera. The decree was submitted to the Comptroller’s Office and, once it completes its review (toma de razón), the law will be published in the Diario Oficial, according to DF. The general rule is that rules take effect on the first day of the month after their publication: if it appears in October, the first block of measures would begin on November 1. Other dates are specific, such as the benefits for DFL2 homes and the capital gains exemption, planned from January 1, 2027, and the payment facilities with the Tesorería for 180 days, according to CNN Chile. DailyDrop did not see the publication date.
It is the central law of the Government’s economic agenda: it cuts the corporate tax, speeds up permits and introduces tax benefits. Its promulgation closes almost four months of legislative process and three passes through the Constitutional Court.

The Government says the law restores certainty for investment and for reconstruction projects.
The opposition and the Frente Amplio call for suspending its implementation and strengthening employment policies.
